What You Should Know About This Form

What is the MO 551 form?

The MO 551 form, also known as the Vehicle Examination Certificate, is a crucial document issued by the Missouri Department of Revenue (DOR). It is used in several processes, including converting salvage titles to original titles, obtaining new vehicle identification numbers, classifying various types of reconstructed or specially constructed vehicles, and verifying out-of-state vehicles with a previous salvage record in Missouri. This form must be filled out thoroughly and submitted with all required documentation for the vehicle it pertains to.

Who needs to complete the MO 551 form?

The MO 551 form must be completed by vehicle owners in Missouri who are applying to:

  1. Convert a salvage title into an original title.
  2. Obtain a new vehicle identification number.
  3. Register a vehicle as rebuilt, reconstructed, specially constructed, motor change, kit, or a non-USA-standard motor vehicle.
  4. Register an out-of-state vehicle that has a previous salvage title record in Missouri.
  5. Apply for an original title on abandoned property or as otherwise required by the Director of the Missouri Department of Revenue.

What documents must accompany the MO 551 form?

When submitting the MO 551 form, applicants must include:

  • A title application
  • Current title, assigned title, or Manufacturer’s Certificate of Origin
  • Notarized bills of sale and copies of the front and back of the title for each major component part replaced
  • Receipts or descriptive bills of sale for parts listed on line 9 of the form
  • A check or money order covering the title fee, processing fees, and any owed taxes
These documents are necessary to ensure the vehicle is properly registered and meets all state requirements.

What are "major component parts" as defined by the MO 551 form?

Major component parts for motor vehicles include the cowl, rear clip, frame, body, and cab, among others. For motorcycles, these parts include the frame, motor, and transmission. When any of these components are replaced, the Missouri Department of Revenue must be notified through the MO 551 form, with detailed information and pertinent documentation provided for each part.

How does the MO 551 form affect the classification of a vehicle?

Depending on the repairs and replacements noted in the MO 551 form, a vehicle can be classified as "rebuilt," "reconstructed," "specially constructed," "motor change vehicle," or "non-USA standard motor vehicle." Each classification has specific requirements and implications for how a vehicle is registered, titled, and even insured in Missouri. The form helps the DOR accurately assess the vehicle’s condition and determine the appropriate classification.

Where should the completed MO 551 form be sent?

The completed MO 551 form, along with all required accompanying documentation, must be submitted to the Missouri Department of Revenue's Central Office at the following address: Missouri Department of Revenue Motor Vehicle Bureau, PO Box 2076, Jefferson City, MO 65105-2076. Providing false information on the MO 551 form is a violation of law and can be punishable by fines, imprisonment, or both. It's essential to provide accurate and truthful information regarding the vehicle and its components to avoid any legal repercussions. The intent is to ensure all vehicles on the road are safe and meet Missouri's regulations.

Common mistakes

Filling out the Missouri Department of Revenue Form 551, also known as the Vehicle Examination Certificate, requires attention to detail. Here are eight common mistakes people make when completing this form:

  1. Not including bills of sale for parts: Applicants often forget that all parts listed in the form must be accompanied by bills of sale in the applicant’s name. These documents are crucial for verifying the legitimacy of the parts used in the vehicle.

  2. Incorrectly listing major component parts: Users sometimes misidentify major component parts or fail to provide all the information requested in the section dedicated to these parts. Each major component part replaced, such as a cowl, rear clip, or frame for motor vehicles, requires a detailed description including the year, make, serial number, and title number.

  3. Omitting essential component parts information: Essential component parts, which may include items like bumpers or doors for vehicles and drivelines or fenders for motorcycles, are often not provided or described inaccurately. It's important to list any such components that were replaced.

  4. Lack of notarization on the bill of sale: For every major component part replaced, a notarized bill of sale and a copy of the corresponding title (front and back) are required. Applicants frequently skip the notarization step.

  5. Failing to indicate “no parts used”: If no parts were used in the repair or reconstruction of the vehicle, this section often gets overlooked. It's imperative to indicate if no parts were used and to provide an explanation or describe any repairs done.

  6. Incorrect vehicle identification: The form requires the vehicle's year, make, and vehicle identification number (VIN) to be listed. Errors in this information can cause delays or rejection of the application.

  7. Signature omissions: One of the most straightforward but frequently forgotten steps is signing the form. The signature of the owner or authorized agent of the business is necessary for the application to be processed.

  8. Misunderstanding the form’s purpose: The form is used in specific cases, such as converting a salvage title into an original title or obtaining a new VIN for a vehicle. Applicants sometimes use this form incorrectly, not realizing it is meant for specific vehicle statuses as defined by Missouri regulations.

Avoiding these common mistakes can streamline the process of getting a vehicle examination certified by the Missouri Department of Revenue. Paying attention to the form's detailed instructions ensures a smoother path to meeting state requirements.

Documents used along the form

When working with the Missouri Department of Revenue Form 551 for vehicle examination, several additional documents are commonly required to ensure a complete and compliant submission. This list encompasses the most frequently utilized forms and documents that accompany or are necessary for the processing of Form 551, providing a smoother experience in vehicle-related transactions.

  • Title Application: This form is needed to apply for a new or replacement vehicle title. It establishes the ownership of the vehicle.
  • Title, Assigned Title, or Manufacturer’s Certificate of Origin: This document proves ownership of the vehicle. The original title from the seller, an assigned title, or, for new vehicles, a Manufacturer’s Certificate of Origin is required.
  • Notarized Bill of Sale and copies of front and back of title for each major component part replaced: For each major component part that was replaced in the vehicle, a detailed bill of sale is needed. This bill must be notarized and include copies of the front and back of the title for each part.
  • Receipt or Descriptive Bill of Sale for parts listed on line 9 of Form 551: For any other essential components that were replaced, a detailed receipt or bill of sale is necessary to verify the purchase and ownership of these parts.
  • Check or money order for title fee, processing fees, and taxes owed: Payment for the title fee, any processing fees, and any applicable taxes must be included with the submission of the form.
  • Odometer Disclosure Statement: This document is required for vehicles less than ten years old to officially document the mileage of the vehicle at the time of sale or transfer of ownership.
  • Power of Attorney (if applicable): If someone is submitting documents or acting on behalf of the vehicle owner, a Power of Attorney form may be required to authorize these actions legally.

Each of these documents plays a critical role in the process of vehicle examination, title application, and the legal transfer of ownership. By understanding and preparing these documents in advance, applicants can navigate the procedures more efficiently and with greater confidence.

Similar forms

The MO 551 form is similar to other documents that are involved in the process of vehicle registration, rebuild, or restoration, especially in instances requiring detailed documentation of parts and ownership changes. This correlation primarily stems from the overarching requirements for transparency and legal compliance in vehicle transactions and modifications.

One such document similar to the MO 551 form is the Vehicle Title Application. Like the MO 551, the Vehicle Title Application is essential for registering a vehicle with the state's motor vehicle department. Both forms require detailed information about the vehicle and its owner. However, the Vehicle Title Application focuses more broadly on establishing legal ownership and includes sections for lienholder information, whereas the MO 550 form specifics on the examination of the vehicle for its parts and rebuild status.

Another related document is the Salvage Title Application. This form is specifically used when a vehicle has been classified as a salvage, meaning it has been damaged to the extent that the cost of repairs exceeds its value. The MO 551 form also deals with salvage vehicles but in the context of inspecting these vehicles once they have been repaired or rebuilt, providing a pathway towards reclassifying them for road use. The Salvage Title Application is the starting point in this process, establishing the vehicle's status as salvage, while the MO 551 serves as a certification of its roadworthiness post-repair.

Lastly, the Statement of Builder form shows some similarities to the MO 551 form, particularly for custom-built vehicles, kit cars, or vehicles undergoing significant modifications. Both documents necessitate detailed descriptions of modifications or replacements of major components. The Statement of Builder often accompanies applications for a title on specially constructed vehicles, indicating the source of major parts and certifying the vehicle's safety and compliance with regulations. The MO 551 form complements this by providing an official record of inspection for these major components, ensuring that they have been properly installed and documenting their sources for legal purposes.

Dos and Don'ts

Filling out the Missouri Department of Revenue Form 551 correctly is crucial for processing your vehicle's title and registration successfully. To ensure the process goes smoothly, here are ten dos and don'ts to keep in mind:

  • Do ensure you have all the required documents ready before you start, including the title application, assigned title or manufacturer’s certificate of origin, notarized bills of sale, and copies of the front and back of titles for each major component part replaced.
  • Do provide accurate and complete information for each box on the form, particularly sections detailing major component parts replaced and other essential component parts.
  • Do include notarized bills of sale and the corresponding titles as required for each major component part replaced in the vehicle.
  • Do attach descriptive bills of sale for parts listed in the section detailing other essential component parts replaced.
  • Do remember to sign the form as the vehicle owner or authorized agent of the business to certify the truthfulness of the provided information.
  • Don't submit the form without ensuring all sections applicable to your vehicle’s condition are completed accurately. Missing information can lead to processing delays or form rejection.
  • Don't forget to list any major and essential component parts that were replaced. Ensure the make, year, serial number, title number, and state are included for each major component part.
  • Don't overlook the requirement for taxes due on parts, unless these were paid at the time of purchase. Include documentation for tax payment if applicable.
  • Don't leave out your contact information, including your phone number, as this may be necessary for any follow-up or verification.
  • Don't disregard the checklist provided to ensure all necessary components of your application packet are included before mailing it to the Missouri Department of Revenue Motor Vehicle Bureau.

Taking these steps will help in the seamless processing of your application, contributing to a smoother title and registration procedure for your vehicle.

Misconceptions

Understanding the Missouri Department of Revenue Form 551, also known as the Vehicle Examination Certificate, can be confusing. There are several common misconceptions about this form that need clarification. By addressing these misconceptions, vehicle owners and applicants can navigate the process more effectively.

  • Misconception #1: "The MO 551 form is only for vehicles that have been in accidents."

This is not entirely true. While the MO 551 form is often used for vehicles that have undergone major repairs after accidents, it's also required for a range of other situations. These include converting a salvage title to a clean title, obtaining a new VIN for a vehicle, and for vehicles that are rebuilt, reconstructed, specially constructed, or have had major component changes.

  • Misconception #2: "Any replacement parts can be listed on the form without documentation."

Actually, the MO 551 form requires specific documentation for major component parts that have been replaced. This includes a notarized bill of sale and, for most parts, a copy of the front and back of the corresponding title. Simply listing replacement parts on the form without the proper documentation is not sufficient.

  • Misconception #3: "The form needs to be submitted to any local Department of Revenue office."

Contrary to this belief, the MO 551 form must be submitted to the Central Office in Jefferson City, MO only. Submitting the form to a local office may result in delays or the need to resubmit the form to the correct address.

  • Misconception #4: "The MO 551 is a one-size-fits-all form for all vehicles."

While the MO 551 form is used for both motor vehicles and motorcycles, the form distinguishes between them, especially in the definition of major component parts. Applicants need to provide detailed information specific to the type of vehicle, whether it's a motor vehicle or motorcycle, to ensure accurate examination and documentation.

  • Misconception #5: "If no parts were used in the repair, the form doesn't need to be filled out."

This assumption is incorrect. Even if no replacement parts were used, the MO 551 form requires the applicant to describe repairs or state the reasons why no parts were used, such as vehicles recovered from theft or repaired after minor damage like hail.

  • Misconception #6: "The MO 551 form serves as the title for the vehicle."

This is a misunderstanding. The MO 551 form is an examination certificate, not a vehicle title. It is part of the process to legally document significant repairs and changes to a vehicle's major components, which may then affect the vehicle's title status, such as branding the title as "salvage" or "rebuilt."

By dispelling these misconceptions, vehicle owners can better prepare for the vehicle examination process, ensuring they have all the necessary documentation and understanding where and how to properly submit their MO 551 form.

Key takeaways

When dealing with the Missouri Department of Revenue Form 551 for vehicle examinations, understanding the process and requirements is crucial for vehicle owners. Here are eight key takeaways to ensure smooth sailing:

  • The Form 551 is specifically designed for situations requiring a vehicle examination by the Missouri Department of Revenue, including converting a salvage title, obtaining a new vehicle identification number (VIN), or classifying a vehicle as rebuilt or specially constructed, among others.
  • It’s essential that all bills of sale for parts listed on the form must be in the applicant's name and accompany the Form 551 upon submission. This underscores the importance of keeping detailed records of parts purchases.
  • The form necessitates that the applicant provides a comprehensive list of all major and essential component parts replaced on the vehicle. Definitions of what constitutes a major component part for both motor vehicles and motorcycles are provided within the instructions, offering clarity on what needs to be disclosed.
  • For each major component part replaced, a notarized bill of sale and a copy of the front and back of the corresponding title are mandatory unless the part is a motor or transmission for a motor vehicle, in which the title copy is not necessary.
  • If no parts were used (in cases such as stolen/recovered vehicles or those with only flood/hail damage), applicants must indicate this on the form and provide reasons or describe any repairs undertaken. This ensures the department has a full understanding of the vehicle’s condition and history.
  • The form must be submitted to the Central Office only, highlighting the specialized processing and attention these unique vehicle situations require.
  • It’s crucial for applicants to remember that the Form 551 expires six months from the date of inspection, adding a time-sensitive element to the submission process for titling or retitling vehicles.
  • The completion of Form 551 often precedes potential reclassification and retitling of the vehicle, with possible designations such as “rebuilt motor vehicle” or “specially constructed motor vehicle,” among others. Understanding these classifications and the corresponding implications for your vehicle’s title is fundamental.

Successfully navigating the nuances of Form 551 can greatly impact the titling process and legal status of a vehicle in Missouri. Paying close attention to the form’s detailed requirements ensures that vehicle owners can efficiently achieve compliance with state regulations.
